　　Research on Transitional Cluster of Shanxi Xinghua Village Liquor Industry from the Perspective of Diamond Model

　　Abstract： Shanxi Province has been the pilot area of national comprehensive reform aiming the transformation of resource-based economy since 2010. As the leading enterprise of Shanxi province， Fenjiu Group is facing both good opportunities and huge challenges. It’s well-known that developing industrial clusters has become one of the most important policy measures to prompt the transitional process of enterprises and regional economy. Against the new background，this case study is aiming to demonstrate the cluster’s distinct development path and includes a review of the literature on clusters， relevant data， and personal， in-depth interviews during December 2013 with liquor industry leaders in the Xinghua Valley. The article uses Porter’s cluster model to study the strengths and weaknesses of the Xinghua Valley liquor region on the road to becoming a competitive liquor cluster. The nature of this transformation is explored as well as the challenges to the cluster’s future development and competitive performance. Firstly， based on Porter’s diamond model， it analyses six key elements which can play important roles internally and externally in the development of industrial clusters. Secondly， it examines the current situations and problems of liquor cluster of Xinghua Village. Finally， with the goal of successful transition of Xinghua Village liquor industry， it puts forward and discusses major policy countermeasures， including reasonable protection and utilization of nature resources.
