　　Abstract:This paper studies the established conditions and procedural rules of non-violation complaints in WTO/DSM. It analyzes previous cases of WTO and expounds the nature and application scope of non-violation complaints. This research finds that the performance of America to institute non-violation complaints in WTO/DSM against RMB exchange rate conflict is the abuse of the WTO dispute settlement mechanism and it is thus infeasible.
