　　Abstract： Ocean has an important strategic position in a country. And the island as the main part of the ocean， is both sea and land territory with huge natural resources， ecological resources， economic value and political significance. Japan is a traditional Island country， relying on the islands to survive. Therefore， it takes the development and protection of island resources seriously. Since the promulgation of Remote Islands Development Act in 1970， the management of islands had been valued as the Japan national code. While the development and protection laws on the island of our country was presented in 2010 for the first time， 40 years later than Japan’s. We can get some experience and inspiration from Japan regarding island development and protection in China.
