　　Comparative Research of Government Regulation Reform from the Perspective of Administrative Law

　　Abstract：Since the 1970s， the glob raised a regulatory reform movement. From the perspective of administrative law this paper reviews the different samples of the government regulation reform in the east and west， comparatively analyzes the common laws and different characteristics， and analyzes the theoretical basis deeply behind the regulatory reform，which has a strong theoretical and practical value， accelerate the change of government function and institutional reform， and promote the modernization of national management system and management ability. Comprehensively deepening reform in our country， and promoting the government decentralization should be in the limited government and negative listing， the rule of law thought and legal means， authority and broad participation， decisionmaking assessment and incentives.
